2017 Proposed Texas Gun Legislation

This thread will be updated on a regular basis when new bills come in for Texas.

Note: We will only post legislation we feel is negative or positive, those new bills which don't actually effect your rights will not be included but you can always find them on the state legislation page.

Starting off:

SJR30 would prohibit the state from ever creating a firearm registry

SB458 would clarify law regarding carrying while intoxicated to specify that the person must have the gun on their person to be charged

SB459 would prohibit local politicians from taxing guns and ammo or regulating their sale or manufacturing without explicit state authority

SCR8 would enshrine the cannon as the state's official gun.

HB234 would strengthen preemption of local firearm ordinances

HB246 would change laws regarding signs that must be posted to ban firearms from premises

HB255 would add an entire list of places that are prohibited to carry a firearm in including an indoor or outdoor arena, stadium, golf course, automobile racetrack, amphitheater, auditorium, theater, museum, zoo, civic center, or convention center

HB259 would require all firearms sold at gun shows to go through a background check

HB282 is an attempt to roll back campus carry

HB1024 would remove many of the fees associated with carry licenses

HB110 would prohibit public employees from assisting the federal government enforcing any federal firearm law that restricts magazine capacity or registers firearms

HB111 would reduce license fees for anyone that can show proof they have purchased a 'firearm safety device' and would and would require the state to create a firearms safety pamphlet to be distributed to licensed dealers

HB131 would exempt any firearm or ammunition made and kept in the state from federal regulations

HB152 would extend the waiting period for restoration of rights from 2 years to 3

HB291 would prohibit open carry in a municipality with a population of more      than 1.2 million but less than 1.4 million

HB339 would reduce or eliminate many fees associated with carry licences

HB356 would permit open carry at school board meetings

HB372 would reduce the required caliber for firearm proficiency testing from .32 to .22

HB375 is what appears to be a very strangely done constitutional carry bill

HB391 is an attempt to walk back campus carry

HB392 would allow hospitals and mental health facilities to post no firearm signs

HB403 would remove the minimum caliber requirement for handgun proficiency tests

HB435 'volunteer emergency services personnel' to carry a firearm with a permit

HB447 would hold businesses that ban firearms civilly liable for damages that could have been prevented by the otherwise lawful use of a handgun by a license holder. It would also grant immunity to those businesses that do allow firearms

HB465 is another attempt to roll back campus carry and would also make it illegal to carry at any amusement park

HB466 would allow municipalities with a population of more than 750,000 to regulate open carry

HB485 would make firearms and hunting supplies tax exempt on the last Saturday & Sunday of August

HB497 would provide limited liability for business that allow firearms to be carried within them

HB556 would hold businesses and apartment complex holders liable for damages if they ban firearm carrying and would provide immunity for those that do not

HB560 would open up more areas of government buildings, schools and voting places to licensed carry

HB606 would provide immunity from civil suits for businesses and property owners that allow firearms to be carried

HB781 would require law enforcement to issue temporary (electronic) licenses to carry that would be valid until the regular license arrives

HB782 would reduce the required caliber for firearm proficiency testing from .32 to .22

HB867 would allow schools to appoint 'school marshals' that would be allowed to carry firearms

HB913 would remove 'explosive weapons' from prohibited weapons requiring NFA registration

HB927 would strengthen preemption laws and provide for fines for anyone found in violation of them

HB960 would prohibit school marshals from using any ammunition not approved by the state

HB968 is an attempt to roll back campus carry and would add more places at regular schools that are prohibited places

HB981 would allow person approved by the church to act a 'security officers' but they may not wear any kind of uniform or badge

HB99 would prevent public employees from assisting in the enforcement of any federal firearm law that involves magazine capacity size, registration etc

SB104 would prohibit physicians from asking about firearm ownership

SB133 would make firearms and hunting supplies tax exempt on the last Saturday & Sunday of August

SB138 would provide an exemption from the range instruction portion of a handgun proficiency course for certain persons

SB16 would reduce or eliminate some fees required for carry licenses

SB221 would prohibit carrying at mental health facilites

SB263 would remove the minimum caliber requirement for handgun proficiency tests

SB349 is an attempt to roll back campus carry

SB444 would allow schools to appoint 'school marshals' that would be allowed to carry firearms

SB450 would prohibit public employees from assisting the federal government enforcing any federal firearm law that restricts magazine capacity or registers firearms

SB93 would prohibit state funds from being used to enforce federal or international laws regarding firearms

HB1153 would make it a crime for a person with a concealed carry license to carry into a state hospital, or a state supported living center

New last week:

HB1229 would make it illegal to sell or transfer a firearm ro anyone on the terrorist watch list

SB583 would change law regarding carrying into a posted area so that the person can not be charged unless they are asked to leave and then refuse

HCR51 would designate the 1847 Colt Walker pistol as the official state handgun of Texas

SB618 would give civil immunity to any business that allows patrons to carry firearms

HB1819 would legalize suppressors

SB842 would legalize suppressors

HB1911 is an oddly done constitutional carry bill

HB1915 would make any school property, or buildings owned by schools prohibited places for carrying firearms

HB1945 would legalize suppressors

HB1966 would prohibit landlords and condominiums from prohibiting firearms

HB2034 would require any firearm sale done over the internet to go through a licensed dealer and background check

HB2066 would waive carry license fees for active military

HB2105 would remove language requiring a license from carrying on campus law

HB2562 would prohibit employers from prohibiting firearms stored in vehicles on their property

HB2083 would provide expedited carry permits and would waive fees for anyone under the protection of a court order or anyone who has an immediate family member under the protection of a court order

HB2543 is a really stupid bill that would make possessing a firearm by certain person illegal, only problem is they already are prohibited

SB1146 would allow concealed carry holders to enter certain state hospitals

HB2655 would prohibit people from owning firearms in the exact same way the Obama administration tried to prohibit them via the social security administration

SB1188 would prohibit carrying firearms on the premises of a recreation center owned by the government

HB2712 would set up guidelines for firearm buyback programs and would require all firearms accepted to be destroyed if their is no evidence they were used in a crime

HB3006 would allow state agencies to set up 'self-serve' firearm storage lockers with a fee of no more than $1 a day

HB3390 would exempt vets who within the last 10 years had completed training in firearms or range qualification from the handgun proficiency requirements when applying for a license to carry firearms

SB1448 would prohibit employers from stopping employees that have a license to carry from storing their firearm in their vehicle

HB3553 would prohibit law enforcement from releasing any information on carry license holders or firearm owners to the public

HB3784 would require the department of safety to create an online course for the classroom portion of the handgun proficiency class.

HB3801 would set up a means to get disqualifying charges (in pertaining to getting a carry license) rescinded

SB1704 would set up a means to get disqualifying charges (in pertaining to getting a carry license) rescinded

SB1719 would set up a defense to prosecution for the offense of trespass when a persona carrying is asked to leave and immediately does

SB1736 would grant limited liability to businesses that permit carrying firearms

SB1942 would allow anyone with a carry permit to keep it locked in their vehicle on school grounds

SB1943 would stop homeowner associations from regulating firearms and ammunition

SB1960 would drop the license to carry application fee to $25

HB3989 would further expand prohibitions on carrying firearms in an amusement park

Introduced for the special session called by the governor:

HB123 would make it a defense from prosecution (for carry a firearm on posted property) if the person is asked to leave a does so

HB216 would make the last week of August tax free for firearm and ammunition sales

HB296 is a constitutional carry bill

HB376 would allow a person to shoot a drone down under certain circumstances

SB100 would make firearms and firearm accessories that are made in the state and kept in the state exempt from federal regulations
