AN ACT
Establishing the information technology study committee.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Information technology study committee; membership; duties; report; delayed repeal
A. The information technology study committee is established consisting of the following members:
1. Two members of the senate who are appointed by the president of the senate and who are members of different political parties. The president of the senate shall designate one of these members to serve as cochairperson of the committee.
2. Two members of the house of representatives who are appointed by the speaker of the house of representatives and who are members of different political parties. The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.
3. The director of the department of administration or the director's designee.
4. Two public members who have expertise in information technology services and who are jointly appointed by the president of the senate and the speaker of the house of representatives.
B. The study committee shall:
1. Determine the costs and benefits associated with state agencies contracting for information technology services.
2. Determine which state agency information technology services would benefit from contracting out those services.
3. Develop a timeline for outsourcing information technology services to the appropriate entities.
4. On or before December 31, 2015, submit a report regarding the committee's activities and recommendations to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.
C. This section is repealed from and after September 30, 2016.
