The Public Employees' Retirement Law specifies that its purpose is to provide a means for public employees who become superannuated or otherwise incapacitated to be replaced by more capable employees and, to that end, provide a retirement system consisting of retirement compensation and death benefits. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 20001 of the Government Code is amended to read: 20001. The purpose of this part is to effect economy and efficiency in the public service by providing a meanswherebyby which employees who become superannuated or otherwise incapacitated may, without hardship or prejudice, be replaced by more capable employees, and to that end provide a retirement system consisting of retirement compensation and death benefits.
