   An act to amend Section 66201 of the Education Code, relating to
university admissions.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 352, as introduced, Beth Gaines. University admissions: public
postsecondary education.
   Existing law, known as the Donahoe Higher Education Act, among
other things, sets forth the missions and functions of California's
public and independent segments of postsecondary education. A
provision of the act expresses the intent of the Legislature that
each resident of California who has the capacity and motivation to
benefit from higher education should have the opportunity to enroll
in an institution of higher education. This provision also expresses
a commitment to provide an appropriate place in California public
higher education for every student who is willing and able to benefit
from attendance.
   This bill would make nonsubstantive changes to this provision of
the Donahoe Higher Education Act.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 66201 of the Education Code is amended to read:

   66201.   (a)    It is the intent of the
Legislature that each resident of California who has the capacity and
motivation to benefit from higher education should have the
opportunity to enroll in an institution of higher education. Once
enrolled, each individual should have the opportunity to continue as
long and as far as his or her capacity and motivation, as indicated
by academic performance and commitment to educational advancement,
will lead him or her to meet academic standards and institutional
requirements. 
    The 
    (b)     The  Legislature hereby
reaffirms the commitment of the State of California to provide an
appropriate place in California public higher education for every
student who is willing and able to benefit from attendance.
