AN ACT ESTABLISHING A PROGRAM TO ASSIST MINORITY-OWNED BUSINESSES IN OBTAINING PERFORMANCE BONDS ON CONSTRUCTION CONTRACTS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to (1) establish a program through which minority-owned businesses who seek to enter into construction contracts may obtain bonds to secure performance in connection with work on construction projects, and (2) fund such program by either an appropriation or bonding authorization.
Statement of Purpose:
To eliminate the inability to obtain performance bonds as one of the significant barriers to the full participation of minority-owned businesses in construction contracting opportunities in the state of Connecticut.
