SENATE RESOLUTION
URGING THE CITY AND COUNTY OF HONOLULU TO REVIEW ITS ORDINANCES REGARDING THE MINIMUM DISTANCE WITHIN WHICH VEHICLES CAN PARK FROM INTERSECTIONS AND DRIVEWAYS.
WHEREAS, residents of the City and County of Honolulu find that vehicles are often parked so close to an intersection as to block a driver's view of oncoming traffic; and
WHEREAS, a driver's view of oncoming traffic is especially limited when large vans or trucks park close to intersections; and
WHEREAS, the Revised Ordinances of Honolulu prohibit parking within twenty feet of a crosswalk at an intersection; and
WHEREAS, the Revised Ordinances of Honolulu also prohibit parking within thirty feet of an intersection with a stop sign and within seventy-five feet of a traffic control signal; and
WHEREAS, the Revised Ordinances of Honolulu establish no minimum parking distance from an intersection which has no crosswalk, stop sign, or traffic control signal; and
WHEREAS, residents of the City and County of Honolulu have similar safety concerns regarding vehicles that park so close to driveways as to block the view of oncoming traffic; and
WHEREAS, the Revised Ordinances of Honolulu prohibit parking in front of a public or private driveway or within four feet of either side of a public or private driveway; and
WHEREAS, the restriction against parking within four feet of a public or private driveway dates back to 1939 when parking and traffic conditions were vastly different than they are today; and
WHEREAS, four feet may not be a sufficient amount of space to ensure that a vehicle exiting a driveway can see oncoming traffic, and an obstructed view of oncoming traffic causes a significant safety hazard to drivers and pedestrians; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that the City and County of Honolulu is urged to review its ordinances regarding the minimum distance within which vehicles can park from intersections and driveways; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Director of the Department of Transportation Services of the City and County of Honolulu, and Chair of the Honolulu City Council.
