HOUSE CONCURRENT
RESOLUTION
requesting the honolulu police department to implement improvements to STREAMLINE the existing gun ownership and permitting process, including through the use of any forms of technology, for law abiding citizens in the city and county of honolulu.
WHEREAS, Hawaii has some of the strictest gun ownership laws in the nation; and
WHEREAS, ownership of any type of gun in the State requires a permit; and
WHEREAS, while the annual permit for ownership of a long gun, such as a shotgun or hunting rifle, allows the permit holder to purchase as many long guns as the applicant wants during that time period, the ownership process for a handgun requires many more steps and is far more time-consuming; and
WHEREAS, prior to the purchase of a handgun in the City and County of Honolulu, an individual must first complete a federal firearms form at the gun store before the purchase of the handgun can be completed, obtain the serial number of the handgun they wish to purchase at the gun store, apply for a permit for the handgun at a Honolulu Police Department police station, and wait fourteen days; and
WHEREAS, because of delays caused by the COVID-19 pandemic, this already lengthy process has grown even longer; and
WHEREAS, alternative methods, such as allowing individuals to prefill a permit application prior to going to a police station or permitting office, may reduce delays and improve the gun ownership system; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the Senate concurring, that the Honolulu Police Department is requested to implement improvements to streamline the existing gun ownership and permitting process, including through the use of any forms of technology, for law abiding citizens in the City and County of Honolulu; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chief of Police of the Honolulu Police Department.
