AMENDMENT TO SENATE BILL 3018




2 AMENDMENT NO. ______. Amend Senate Bill 3018 by replacing 
3everything after the enacting clause with the following:


4 "Section 5. The Criminal Code of 2012 is amended by adding 
5Section 24-2.3 as follows:

6 (720 ILCS 5/24-2.3 new)
7 Sec. 24-2.3. Unlawful use of a three-dimensional printer to

8create a firearm.
9 (a) As used in this Section, "three-dimensional printer"

10means a computer-driven machine capable of producing a

11three-dimensional object from a digital model.
12 (b) A person commits unlawful use of a three-dimensional

13printer to create a firearm when he or she knowingly uses a

14three-dimensional printer to create a fully functioning 
15firearm.
This subsection (b) does not apply to:
16  (1) a person who possesses a license to manufacture

1 firearms under subsection (a) of Section 923 of the federal 
2 Gun Control Act of 1968 (18 U.S.C. 923(a)); or
3  (2) a person who uses a three-dimensional printer to 
4 create a non-functioning prototype of a firearm.
5 (c) Sentence. Unlawful use of a three-dimensional printer

6to create a firearm is a Class A misdemeanor.".
