Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act. Provides that the Illinois State Police shall establish and maintain an email and text message notification system for persons who are applying for or possess Firearm Owner's Identification Cards or concealed carry licenses. Provides that in addition to receiving a mail notification of the status of a person's application for, renewal, suspension, or revocation of his or her Firearm Owner's Identification Card or concealed carry license, the person may request email or text message, or both, notifications of the status of his or her application, renewal, suspension, revocation, and other notifications concerning his or her Firearm Owner's Identification Card or concealed carry license. Provides that the Illinois State Police shall notify a person who possesses a valid Firearm Owner's Identification Card or concealed carry license of the expiration of his or her Card or license at least 90 days before its expiration. Provides that that if a person is issued a concealed carry license under the Firearm Concealed Carry Act, the person may be issued a Firearm Owner's Identification Card that is valid for the person to whom it is issued for a period of 5 years and which expires upon the expiration of the person's concealed carry license. Provides that if the only reason for the revocation of a person's concealed carry license is the expiration of the licensee's Firearm Owner's Identification Card, the person does not have to submit a form to the Illinois State Police to conduct an investigation of the person's suitability for the issuance of a concealed carry license.

1 AN ACT concerning safety.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Firearm Owners Identification Card Act is
5amended by changing Sections 5 and 7 as follows:
6 (430 ILCS 65/5) (from Ch. 38, par. 83-5)
7 Sec. 5. Application and renewal.
8 (a) The Department of State Police shall either approve or
9deny all applications within 30 days from the date they are
10received, except as provided in subsection (b) of this Section,
11and every applicant found qualified under Section 8 of this Act
12by the Department shall be entitled to a Firearm Owner's
13Identification Card upon the payment of a $10 fee. Any
14applicant who is an active duty member of the Armed Forces of
15the United States, a member of the Illinois National Guard, or
16a member of the Reserve Forces of the United States is exempt
17from the application fee. $6 of each fee derived from the
18issuance of Firearm Owner's Identification Cards, or renewals
19thereof, shall be deposited in the Wildlife and Fish Fund in
20the State Treasury; $1 of the fee shall be deposited in the
21State Police Services Fund and $3 of the fee shall be deposited
22in the State Police Firearm Services Fund.
23 (b) Renewal applications shall be approved or denied within

160 business days, provided the applicant submitted his or her
2renewal application prior to the expiration of his or her
3Firearm Owner's Identification Card. If a renewal application
4has been submitted prior to the expiration date of the
5applicant's Firearm Owner's Identification Card, the Firearm
6Owner's Identification Card shall remain valid while the
7Department processes the application, unless the person is
8subject to or becomes subject to revocation under this Act. The
9cost for a renewal application shall be $10 which shall be
10deposited into the State Police Firearm Services Fund. The
11Illinois State Police shall notify a person who possesses a
12valid Firearm Owner's Identification Card of the expiration of
13his or her Card at least 90 days before its expiration. The
14Illinois State Police shall establish and maintain an email and
15text message notification system for persons who are applying
16for or possess a Firearm Owner's Identification Card. In
17addition to receiving a mail notification of the status of a
18person's application for, renewal, suspension, or revocation
19of his or her Firearm Owner's Identification Card, the person
20may request email or text message, or both, notifications of
21the status of his or her application, renewal, suspension,
22revocation, and other notifications concerning his or her
23Firearm Owner's Identification Card.

1 Sec. 7. Validity of Firearm Owner's Identification Card.
2 (a) Except as provided in Section 8 of this Act or
3subsection (b) of this Section, a Firearm Owner's
4Identification Card issued under the provisions of this Act
5shall be valid for the person to whom it is issued for a period
6of 10 years from the date of issuance, except that if a person
7is issued a concealed carry license under the Firearm Concealed
8Carry Act, the person may be issued a Firearm Owner's
9Identification Card that is valid for the person to whom it is
10issued for a period of 5 years and expires upon the expiration
11of the person's concealed carry license.
12 (b) If a renewal application is submitted to the Department
13before the expiration date of the applicant's current Firearm
14Owner's Identification Card, the Firearm Owner's
15Identification Card shall remain valid for a period of 60
16business days, unless the person is subject to or becomes
17subject to revocation under this Act.

19 Section 10. The Firearm Concealed Carry Act is amended by
20changing Section 50 and by adding Section 50.1 as follows:

22 Sec. 50. License renewal.
23 (a) This subsection (a) applies through the 180th day
24following the effective date of this amendatory Act of the

1101st General Assembly. Applications for renewal of a license
2shall be made to the Department. A license shall be renewed for
3a period of 5 years upon receipt of a completed renewal
4application, completion of 3 hours of training required under
5Section 75 of this Act, payment of the applicable renewal fee,
6and completion of an investigation under Section 35 of this
7Act. The renewal application shall contain the information
8required in Section 30 of this Act, except that the applicant
9need not resubmit a full set of fingerprints.
10 (b) This subsection (b) applies on and after the 181st day
11following the effective date of this amendatory Act of the
12101st General Assembly. Applications for renewal of a license
13shall be made to the Department. A license shall be renewed for
14a period of 5 years from the date of expiration on the
15applicant's current license upon the receipt of a completed
16renewal application, completion of 3 hours of training required
17under Section 75 of this Act, payment of the applicable renewal
18fee, and completion of an investigation under Section 35 of
19this Act. The renewal application shall contain the information
20required in Section 30 of this Act, except that the applicant
21need not resubmit a full set of fingerprints.
22 (c) The Illinois State Police shall notify a person who
23possesses a valid concealed carry license of the expiration of
24his or her license at least 90 days before its expiration. If
25the only reason for the revocation of a person's concealed
26carry license is the expiration of the licensee's Firearm

1Owner's Identification Card, the person does not have to submit

7 Sec. 50.1. Email and text message notifications. The
8Illinois State Police shall establish and maintain an email and
9text message notification system for persons who are applying
10for or possess concealed carry licenses. In addition to
11receiving a mail notification of the status of a person's
12application for, renewal, suspension, or revocation of his or
13her concealed carry license, the person may request email or
14text message, or both, notifications of the status of his or
15her application, renewal, suspension, revocation, and other
16notifications concerning his or her concealed carry license.
