HOUSE JOINT RESOLUTION
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
4SENATE CONCURRING HEREIN, that the End Gun Violence in
5Disproportionately Impacted Areas Task Force is created to
6study, analyze data, make recommendations, and develop policy
7proposals addressing the root causes of violence and resulting
8trauma to drastically reduce gun violence in
9disproportionately impacted areas; and be it further
10    RESOLVED, That the Task Force shall consist of the
11following members who shall serve without compensation:
12        (1) The Executive Director of the Illinois Criminal
13 Justice Information Authority or his or her designee, who
14 shall serve as chair;
15        (2) The Director of the Department of Children and
16 Family Services or his or her designee;
17        (3) The Director of the Department of Commerce and
18 Economic Opportunity or his or her designee;
19        (4) The Secretary of the Department of Human Services
20 or his or her designee;
21        (5) The State Superintendent of Education or his or
22 her designee;
23        (6) The Director of the Illinois Housing Development
24 Authority or his or her designee; and

1        (7) The following members appointed by the Governor:
2            (a) One elected county official representing a
3 disproportionately impacted area;
4            (b) One elected state official representing a
5 disproportionately impacted area;
6            (c) One elected federal official representing a
7 disproportionately impacted area;
8            (d) One representative of the Chicago Police
9 Department;
10            (e) One representative of a municipal police
11 department located in a disproportionately impacted
12 area;
13            (f) Two representatives of non-profit
14 organizations with budgets over $1,000,000 that
15 primary work directly on violence reduction;
16            (g) Three representatives of non-profit
17 organizations with budgets under $1,000,000 that
18 primary work directly on violence reduction;
19            (h) Two representatives of non-profit
20 organizations that primarily engage in street level
21 violence reduction and outreach to at-risk
22 individuals;
23            (i) Three members employed by news media
24 organizations in the top five news media markets
25 nationwide as determined by Nielsen Media Research,
26 who live in a disproportionately impacted area;

1            (j) One member employed by a news media
2 organization in Illinois who lives in a
3 disproportionately impacted area; and
4            (k) Ten residents of the state that reside in
5 disproportionately impacted areas that have
6 experienced high rates of gun violence for at least
7 the previous ten years; and be it further
8    RESOLVED, That if a vacancy occurs in the Task Force it
9shall be filled in the same manner as the original
10appointment; and be it further
11    RESOLVED, That the Task Force shall meet at the call of the
12chair; and be it further
13    RESOLVED, That the Illinois Criminal Justice Information
14Authority and the Illinois State Police Division of Justice
15shall provide administrative support for the Task Force; and
16be it further
17    RESOLVED, That the Task Force shall submit its final
18report to the General Assembly no later than December 31,
192026, and upon the filing of the report, the Task Force is
20dissolved; and be it further
21    RESOLVED, That suitable copies of this resolution be

1delivered to the Executive Director of the Illinois Criminal
2Justice Information Authority, the Director of the Department
3of Children and Family Services, the Director of the
4Department of Commerce and Economic Opportunity, the Secretary
5of the Department of Human Services, the State Superintendent
6of Education, the Director of the Illinois Housing Development
7Authority, and the Governor.
