| 2 | AMENDMENT NO. ______. Amend Senate Bill 1862 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The Illinois Vehicle Code is amended by | ||||||
| 5 | changing Sections 1-154.7 and 5-302 as follows:
| ||||||
| 6 | (625 ILCS 5/1-154.7)
| ||||||
| 7 | Sec. 1-154.7. Out-of-state salvage vehicle buyer. A person | ||||||
| 8 | who is
licensed in another state or jurisdiction and acquires | ||||||
| 9 | salvage or junk vehicles for the primary purpose of taking them
| ||||||
| 10 | out of the State or country state.

| 15 | (a) A No
person in this State shall not sell or offer at | ||||||

| 1 | auction salvage vehicles to a
nonresident individual or | ||||||
| 2 | business licensed in the United States unless the nonresident | ||||||
| 3 | who is not licensed in another state or jurisdiction, provides | ||||||
| 4 | a National Motor Vehicle Title Information System (NMVTIS) | ||||||
| 5 | number or social security number or federal employer | ||||||
| 6 | identification number, and resale tax certificate, if | ||||||
| 7 | applicable. A person in this State shall not sell or offer at | ||||||
| 8 | auction salvage vehicles to an out-of-country buyer unless the | ||||||
| 9 | out-of-country buyer is licensed in its jurisdiction as a | ||||||
| 10 | recycler or rebuilder and provides a foreign license number, | ||||||
| 11 | passport, or other form of identification issued by the foreign | ||||||
| 12 | jurisdiction.

inspection of records pertaining to the acquisition of | ||||||
| 20 | salvage vehicles in
this State in accordance with this Code and | ||||||
| 21 | such rules as the Secretary of
State may promulgate.

| 24 | (j) An out-of-country buyer who provides a business address | ||||||
| 25 | not within the sovereign boundaries of the United States of | ||||||
| 26 | America shall receive a title stamped with the designation of | ||||||
