AMENDMENT TO SENATE BILL 1966
2 AMENDMENT NO. ______. Amend Senate Bill 1966, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
41, on page 12, by replacing lines 4 and 5 with the following:
5 "Section 15. The State Finance Act is amended by changing
6Section 6z-99 and by adding Sections 5.891 and 6z-107 as
7follows:"; and
8on page 12, by replacing lines 8 and 9 with the following:
9 "(30 ILCS 105/6z-99)
10 Sec. 6z-99. The Mental Health Reporting Fund.
11 (a) There is created in the State treasury a special fund
12known as the Mental Health Reporting Fund. The Fund shall
13receive revenue under the Firearm Concealed Carry Act. The Fund
14may also receive revenue from grants, pass-through grants,
15donations, appropriations, and any other legal source.
16 (b) The Department of State Police and Department of Human

1Services shall coordinate to use moneys in the Fund to finance
2their respective duties of collecting and reporting data on
3mental health records and ensuring that mental health firearm
4possession prohibitors are enforced as set forth under the
5Firearm Concealed Carry Act and the Firearm Owners
6Identification Card Act, including reporting prohibitors to
7the National Instant Criminal Background Check System (NICS).
8Any surplus in the Fund beyond what is necessary to ensure
9compliance with mental health reporting under these Acts shall
10be used by the Department of Human Services for mental health
11treatment programs as follows: (1) 50% shall be used to fund
12community-based mental health programs aimed at reducing gun
13violence, community integration and education, or mental
14health awareness and prevention, including administrative
15costs; and (2) 50% shall be used to award grants that use and
16promote the National School Mental Health Curriculum model for
17school-based mental health support, integration, and services.
18 (c) Investment income that is attributable to the
19investment of moneys in the Fund shall be retained in the Fund
20for the uses specified in this Section.

23on page 26, line 2, by replacing "on or" with "beginning 180
24days"; and

1on page 41, line 15, by inserting after the period the
2following:
3"A live scan fingerprint vendor may not charge more than $30
4per set of fingerprints required under this Section."; and
5on page 42, line 15, by replacing "$50" with "$20"; and
6by replacing line 20 on page 42 through line 3 on page 43 with
7the following:
8"$15 of each fee derived from the issuance of Firearm Owner's
9Identification Cards, or renewals thereof, shall be deposited
10in the State Police Firearm Services Fund; and $5 of the fee
11shall be deposited in the State Police Revocation Enforcement
12Fund $6 of each fee derived from the issuance of Firearm
13Owner's Identification Cards, or renewals thereof, shall be
14deposited in the Wildlife and Fish Fund in the State Treasury;
15$1 of the fee shall be deposited in the State Police Services
16Fund and $3 of the fee shall be deposited in the State Police
17Firearm Services Fund."; and
18on page 43, line 14, by replacing "$50" with "$20"; and
19on page 43, by replacing lines 15 through 18 with the
20following:
21"which $15 shall be deposited into the State Police Firearm

2Revocation Enforcement Fund.".
