JOINT
RESOLUTION
PROPOSING
AN
AMENDMENT
TO
THE
CONSTITUTION
OF
THE
STATE
OF
IOWA
RELATING
TO
THE
RIGHT
OF
THE
PEOPLE
TO
KEEP
AND
BEAR
ARMS.
BE
IT
RESOLVED
BY
THE
GENERAL
ASSEMBLY
OF
THE
STATE
OF
IOWA:
Section
1.
The
following
amendment
to
the
Constitution
of
the
State
of
Iowa
is
proposed:
Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
by
adding
the
following
new
section:
Right
to
keep
and
bear
arms.
Sec.
1A.
The
right
of
the
people
to
keep
and
bear
arms
shall
not
be
infringed.
The
sovereign
state
of
Iowa
affirms
and
recognizes
this
right
to
be
a
fundamental
individual
right.
Any
and
all
restrictions
of
this
right
shall
be
subject
to
strict
scrutiny.
Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
to
the
general
assembly
to
be
chosen
at
the
next
general
Senate
Joint
Resolution
18,
p.
2
election
for
members
of
the
general
assembly,
and
shall
be
published
as
provided
by
law
for
three
months
previous
to
the
date
of
that
election.
