  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Article I of the Constitution of the State of Iowa is amended
  1  4 by adding the following new section:
  1  5 Right to keep and bear arms.SEC. 1A.  The right of the
  1  6 people to keep and bear arms shall not be infringed.  The
  1  7 sovereign state of Iowa affirms and recognizes this right to be
  1  8 a fundamental individual right.  Any and all restrictions of
  1  9 this right shall be subject to strict scrutiny.
  1 10    Sec. 2.  REFERRAL AND PUBLICATION.  The foregoing proposed
  1 11 amendment to the Constitution of the State of Iowa is referred
  1 12 to the general assembly to be chosen at the next general
  1 13 election for members of the general assembly and the secretary
  1 14 of state is directed to cause the same to be published for
  1 15 three consecutive months previous to the date of that election
  1 16 as provided by law.
  1 17                           EXPLANATION
  1 18 The inclusion of this explanation does not constitute agreement with
  1 19 the explanation's substance by the members of the general assembly.
  1 20    This joint resolution proposes an amendment to the
  1 21 Constitution of the State of Iowa providing that the right of
  1 22 the people to keep and bear arms shall not be infringed.  The
  1 23 sovereign state of Iowa affirms and recognizes this right to be
  1 24 a fundamental individual right.  Any and all restrictions of
  1 25 this right shall be subject to strict scrutiny.
  1 26    The joint resolution, if adopted, would be referred to the
  1 27 next general assembly for adoption a second time before being
  1 28 submitted to the electorate for ratification.
