Section
1.
Section
483A.27,
subsection
2,
Code
2013,
is
1
amended
to
read
as
follows:

2.
a.
A
certificate
of
completion
shall
not
be
issued
3
to
a
person
who
has
not
satisfactorily
completed
a
minimum
4
of
ten
hours
of
training
in
an
approved
hunter
safety
and
5
ethics
education
course.
The
department
shall
establish
the
6
curriculum
for
the
first
ten
hours
of
an
approved
hunter
7
safety
and
ethics
education
course
offered
in
this
state.
8
Upon
completion
of
the
ten-hour
curriculum,
each
person
shall
9
pass
an
individual
oral
test
or
a
written
test
provided
by
10
the
department.
The
department
shall
establish
the
criteria
11
for
successfully
passing
the
tests.
Based
on
the
results
of
12
the
test
and
demonstrated
safe
handling
of
a
firearm,
the
13
instructor
shall
determine
the
persons
who
shall
be
issued
a
14
certificate
of
completion.
15
b.
Notwithstanding
paragraph
“a”
,
a
resident
who
is
eighteen
16
years
of
age
or
older
may
obtain
a
certificate
of
completion
17
without
demonstrating
the
safe
handling
of
a
firearm.

EXPLANATION
19
This
bill
amends
Code
section
483A.27
to
provide
that
20
a
resident
who
is
18
years
of
age
or
older
may
obtain
a
21
certificate
of
completion
of
the
hunter
safety
and
ethics
22
education
course
without
demonstrating
the
safe
handling
of
a
23
firearm.
