8.11obligation bonds, the commissioner of
8.12management and budget shall notify the
8.13board of the amounts assessed for each year
8.14for the life of the bonds.
8.15(b) The board need not pay debt service
8.16on bonds sold to finance HEAPR. Where a
8.17nonstate match is required, the debt service is
8.18due on a principal amount equal to one-third
8.19of the total project cost, less the match
8.20committed before the bonds are sold.
8.21(c) The commissioner of management and
8.22budget shall reduce the board's assessment
8.23each year by one-third of the net income
8.24from investment of general obligation bond
8.25proceeds in proportion to the amount of
8.26principal and interest otherwise required to
8.27be paid by the board. The board shall pay its
8.28resulting net assessment to the commissioner
8.29of management and budget by December
8.301 each year. If the board fails to make
8.31a payment when due, the commissioner
8.32of management and budget shall reduce
8.33allotments for appropriations from the
8.34general fund otherwise available to the board
8.35and apply the amount of the reduction to

57.34remaining from the appropriation in Laws 2010, chapter 189, section 6, subdivision 4,
57.35as amended by Laws 2011, First Special Session chapter 12, section 40, estimated to be
58.1$3,087.98, for a storage building, is canceled. The bond sale authorization is Laws 2010,
58.2chapter 189, section 26, subdivision 1, is reduced by the same amount.
58.3 Sec. 30. Laws 2013, chapter 136, section 7, is amended to read:
58.4 Sec. 7.
BOND SALE SCHEDULE.
58.5The commissioner of management and budget shall schedule the sale of state
58.6general obligation bonds so that, during the biennium ending June 30, 2015, no more
58.7than
$1,280,165,000 $1,253,992,000 will need to be transferred from the general fund to
58.8the state bond fund to pay principal and interest due and to become due on outstanding
58.9state general obligation bonds. During the biennium, before each sale of state general
58.10obligation bonds, the commissioner of management and budget shall calculate the amount
58.11of debt service payments needed on bonds previously issued and shall estimate the amount
58.12of debt service payments that will be needed on the bonds scheduled to be sold. The
58.13commissioner shall adjust the amount of bonds scheduled to be sold so as to remain within
58.14the limit set by this section. The amount needed to make the debt service payments is
58.15appropriated from the general fund as provided in Minnesota Statutes, section
16A.641.
58.16 Sec. 31.
APPROPRIATIONS GIVEN EFFECT ONCE.
58.17 Except for appropriations to the local bridge replacement program under Minnesota
58.18Statutes, section 174.50, and to the local road improvement fund grants under Minnesota
58.19Statutes, section 174.52, If an appropriation in this act is enacted more than once in the
58.202014 legislative session, the appropriation must be given effect only once.
58.21 Sec. 32.
EFFECTIVE DATE.
58.22 This article is effective the day following final enactment.
58.25 Section 1. Minnesota Statutes 2012, section 12A.16, subdivision 5, is amended to read:
58.26 Subd. 5.
Waivers authorized. The requirements of section
174.50, subdivisions 5,
58.276, 6a, and to 7, are waived for grants under subdivision 3.
58.28 Sec. 2. Minnesota Statutes 2012, section 16A.641, is amended by adding a subdivision
58.29to read:
58.30 Subd. 4b. Negotiated sales; temporary authority. Notwithstanding the public
58.31sale requirements of subdivision 4 and section
16A.66, subdivision 2, from June 1,
59.12009, until June 30, 2016, the commissioner may sell bonds, including refunding bonds,
59.2at negotiated sale.
59.3 Sec. 3. Minnesota Statutes 2012, section 16A.642, subdivision 1, is amended to read:
59.4 Subdivision 1.
Reports. (a) The commissioner of management and budget shall
59.5report to the chairs of the senate Committee on Finance and the house of representatives
59.6Committees on Ways and Means and Capital Investment by January 1 of each
59.7odd-numbered year on the following:
59.8(1) all laws authorizing the issuance of state bonds
, bonds supported by a state
59.9appropriation, or appropriating general fund money for state or local government
59.10capital investment projects enacted more than four years before January 1 of that
59.11odd-numbered year; the projects authorized to be acquired and constructed for which
59.12less than 100 percent of the authorized total cost has been expended, encumbered, or
59.13otherwise obligated; the cost of contracts to be let in accordance with existing plans and
59.14specifications shall be considered expended for this report; and the amount of general fund
59.15money appropriated but not spent or otherwise obligated, and the amount of bonds not
59.16issued and bond proceeds held but not previously expended, encumbered, or otherwise
59.17obligated for these projects; and
59.18(2) all laws authorizing the issuance of state bonds
, bonds supported by a state
59.19appropriation, or appropriating general fund money for state or local government capital
59.20programs or projects other than those described in clause (1), enacted more than four years
59.21before January 1 of that odd-numbered year; and the amount of general fund money
59.22appropriated but not spent or otherwise obligated, and the amount of bonds not issued
59.23and bond proceeds held but not previously expended, encumbered, or otherwise obligated
59.24for these programs and projects.
59.25(b) The commissioner shall also report on general fund appropriations for capital
59.26projects, bond authorizations or bond proceed balances that may be canceled because
59.27projects have been canceled, completed, or otherwise concluded, or because the purposes
59.28for which the money was appropriated or bonds were authorized or issued have been
59.29canceled, completed, or otherwise concluded. The general fund appropriations, bond
59.30authorizations or bond proceed balances that are unencumbered or otherwise not obligated
59.31that are reported by the commissioner under this subdivision are canceled, effective July 1
59.32of the year of the report, unless specifically reauthorized by act of the legislature.
59.33(c) The reports required by this subdivision shall only contain bond authorizations
59.34supported by a state appropriation and their associated general fund appropriations for
59.35projects authorized or amended after December 31, 2013.
60.1 Sec. 4. Minnesota Statutes 2012, section 16A.642, subdivision 2, is amended to read:
60.2 Subd. 2.
Cancellation. (a) If the commissioner determines that the purposes for
60.3which general obligation bonds of the state
or bonds supported by a state appropriation
60.4 have been issued or for which general fund monies were appropriated are accomplished
60.5or abandoned, after consultation with the affected agencies, and there is a remaining
60.6authorization or appropriation for a specific project of $500 or less, the commissioner may
60.7cancel the remaining authorization or appropriation for that project.
Bonds supported by
60.8a state appropriation shall only be canceled if they were authorized or amended after
60.9December 31, 2013.
60.10(b) If a premium received on the sale of bonds is credited to the bond proceeds
60.11fund, pursuant to section
16A.641, subdivision 7, paragraph (b), the corresponding bond
60.12authorization to which the premium is attributable must be reduced accordingly by the
60.13commissioner.
60.14(c) The commissioner must notify the chairs of the senate Finance Committee and
60.15the house of representatives Capital Investment Committee of any bond authorizations
,
60.16including bond authorizations supported by a state appropriation, or general fund
60.17appropriations canceled under this subdivision.
60.18 Sec. 5.
[16B.1215] IRON, STEEL, AND OTHER MATERIALS USED IN
60.19CAPITAL PROJECTS.
60.20 Subdivision 1. Certification required; use of United States steel and local
60.21workers. No money appropriated to a public entity to acquire and better public land and
60.22buildings and make other improvements of a capital nature may be spent, until the public
60.23entity certifies to the commissioner of management and budget that all iron, steel, and
60.24manufactured goods to be purchased are produced in the United States and obtained
60.25through local suppliers and manufacturers.
60.26 Subd. 2. Exception. The certification required in subdivision 1 is not required if
60.27the entity certifies to the commissioner of management and budget before any of the
60.28appropriation is spent that:
60.29(1) the iron, steel, and other relevant goods are not produced in the United States or
60.30are not available through local suppliers or manufacturers in this state in sufficient and
60.31reasonably available quantities or satisfactory quality; or
60.32(2) requiring iron, steel, and manufactured goods produced in the United States and
60.33this state will increase the overall cost of the project, or is otherwise not practicable,
60.34or if complying with the requirements under subdivision 1 is precluded by or conflicts
60.35with federal law.
61.1The commissioner of management and budget must publish a certificate under this
61.2subdivision in the State Register promptly after receiving it and before permitting the
61.3appropriation to be encumbered or spent.
61.4 Sec. 6. Minnesota Statutes 2012, section 16B.335, subdivision 1, is amended to read:
61.5 Subdivision 1.
Construction and major remodeling. (a) The commissioner, or
61.6any other recipient to whom an appropriation is made to acquire or better public lands or
61.7buildings or other public improvements of a capital nature, must not prepare final plans and
61.8specifications for any construction, major remodeling, or land acquisition in anticipation of
61.9which the appropriation was made until the agency that will use the project has presented
61.10the program plan and cost estimates for all elements necessary to complete the project to
61.11the chair of the senate Finance Committee and the chair of the house of representatives
61.12Ways and Means Committee and the chairs have made their recommendations, and the
61.13chair
and ranking member of the senate Capital Investment Committee and the chair and
61.14ranking member of the house of representatives Capital Investment Committee
is are
61.15 notified. "Construction or major remodeling" means construction of a new building,
61.16a substantial addition to an existing building, or a substantial change to the interior
61.17configuration of an existing building. The presentation must note any significant changes
61.18in the work that will be done, or in its cost, since the appropriation for the project
61.19was enacted or from the predesign submittal. The program plans and estimates must
61.20be presented for review at least two weeks before a recommendation is needed. The
61.21recommendations are advisory only. Failure or refusal to make a recommendation is
61.22considered a negative recommendation. The chairs
and ranking members of the senate
61.23Finance
Committee and Capital Investment Committees and the house of representatives
61.24Capital Investment and Ways and Means Committees must also be notified whenever there
61.25is a substantial change in a construction or major remodeling project, or in its cost.
61.26(b) Capital projects exempt from the requirements of this subdivision include
61.27demolition or decommissioning of state assets, hazardous material projects, utility
61.28infrastructure projects, environmental testing, parking lots, parking structures, park
61.29and ride facilities, bus rapid transit stations, light rail lines, exterior lighting, fencing,
61.30highway rest areas, truck stations, storage facilities not consisting primarily of offices or
61.31heated work areas, roads, bridges, trails, pathways, campgrounds, athletic fields, dams,
61.32floodwater retention systems, water access sites, harbors, sewer separation projects, water
61.33and wastewater facilities, port development projects for which the commissioner of
61.34transportation has entered into an assistance agreement under section
457A.04, ice centers,
62.1a local government project with a construction cost of less than $1,500,000, or any other
62.2capital project with a construction cost of less than $750,000.
62.3 Sec. 7. Minnesota Statutes 2012, section 16B.335, subdivision 2, is amended to read:
62.4 Subd. 2.
Other projects. All other capital projects for which a specific
62.5appropriation is made must not proceed until the recipient undertaking the project has
62.6notified the chairs

62.11budget or by a capital asset preservation and replacement account under section
16A.632,
62.12or a higher education asset preservation and replacement account under section
135A.046.
62.13 Sec. 8. Minnesota Statutes 2012, section 16B.335, subdivision 5, is amended to read:
62.14 Subd. 5.
Information technology. Agency requests for construction and remodeling
62.15funds shall include money for cost-effective information technology investments that
62.16would enable an agency to reduce its need for office space, provide more of its services
62.17electronically, and decentralize its operations. The Office of Enterprise Technology
62.18must review and approve the information technology portion of construction and major
62.19remodeling program plans before the plans are submitted to the chairs of the senate
62.20Finance Committee and the house of representatives Ways and Means Committee for their
62.21recommendations and the chair
and ranking member of the
senate Capital Investment
62.22Committee and the chair and ranking member of the house of representatives Capital
62.23Investment Committee
is are notified as required by subdivision 1.
62.24 Sec. 9. Minnesota Statutes 2012, section 134.45, subdivision 5b, is amended to read:
62.25 Subd. 5b.
Qualification; improvement grants. A public library jurisdiction may
62.26apply for a grant in an amount up to $1,000,000 or 50 percent, whichever is less, of the
62.27approved costs of renovating or expanding an existing library building, or to construct
62.28a new library building.
Renovation may include remediation of conditions hazardous
62.29to health or safety.
62.30 Sec. 10. Minnesota Statutes 2012, section 135A.034, subdivision 2, is amended to read:
62.31 Subd. 2.
Capital projects. The Board of Regents of the University of Minnesota
62.32and the Board of Trustees of the Minnesota State Colleges and Universities are requested
63.1to consider the following criteria in establishing priorities for requests for bond funds
63.2for capital projects:
63.3(1) maintenance and preservation of existing facilities;
63.4(2) completion of projects that have received funding;
63.5(3) updating facilities to meet contemporary needs;
63.6(4) providing geographic distribution of capital projects; and
63.7(5) maximizing the use of nonstate contributions.
63.8The criteria listed in this subdivision are not in priority order.
63.9 Sec. 11. Minnesota Statutes 2012, section 174.50, subdivision 6b, is amended to read:
63.10 Subd. 6b.
Bridge engineering and design costs in smaller cities. Until June 30,
63.112007, (a) The commissioner may make grants from the state transportation fund to a
63.12home rule or statutory city with a population of 5,000 or less
and a net tax capacity of
63.13under $200,000 for design
and preliminary, engineering
, and construction of bridges
63.14on city streets.
63.15(b) Grants under this subdivision are subject to the procedures and criteria
63.16established under subdivisions 5
and, 6, and
7.
63.17(c) Grants may be used for
:
63.18(1) 100 percent of the design and
preliminary engineering costs
that are in excess of
63.19$10,000;
63.20(2) 100 percent of the bridge approach work costs that are in excess of $10,000; and
63.21(3) 100 percent of the bridge construction work costs.
63.22Total grants under this subdivision to all cities may not exceed $200,000.
63.23 Sec. 12. Minnesota Statutes 2012, section 174.50, subdivision 7, is amended to read:
63.24 Subd. 7.
Bridge grant program requirements; rulemaking. (a) The commissioner
63.25of transportation shall develop rules, procedures for application for grants, conditions of
63.26grant administration, standards, and criteria
as provided under subdivision 6, including
63.27bridge specifications, in cooperation with road authorities of political subdivisions, for use
63.28in the administration of funds appropriated to the commissioner and for the administration
63.29of grants to subdivisions.
63.30(b) The maximum use of standardized bridges is encouraged. Regardless of the size
63.31of the existing bridge, a bridge or replacement bridge is eligible for assistance from the
63.32state transportation fund if a hydrological survey indicates that the bridge or replacement
63.33bridge must be ten feet or more in length.
64.1(c) As part of the standards or rules, the commissioner shall, in consultation with
64.2local road authorities, establish a minimum distance between any two bridges that cross
64.3over the same river, stream, or waterway, so that only one of the bridges is eligible for a
64.4grant under this section. As appropriate, the commissioner may establish exceptions from
64.5the minimum distance requirement or procedures for obtaining a variance.
64.6(d)
Political subdivisions may use grants made under this section to construct or
64.7reconstruct bridges, including but not limited to:
64.8(1) matching federal aid grants to construct or reconstruct key bridges;
64.9(2) paying the costs to abandon an existing bridge that is deficient and in need of
64.10replacement but where no replacement will be made; and
64.11(3) paying the costs to construct a road or street to facilitate the abandonment of
64.12an existing bridge if the commissioner determines that the bridge is deficient, and that
64.13construction of the road or street is more economical than replacement of the existing
64.14bridge.
64.15(e) Funds appropriated to the commissioner from the Minnesota state transportation
64.16fund shall be segregated from the highway tax user distribution fund and other funds
64.17created by article XIV of the Minnesota Constitution.
64.18 Sec. 13. Minnesota Statutes 2012, section 174.52, subdivision 3, is amended to read:
64.19 Subd. 3.
Advisory committee. (a) The commissioner shall establish
an a local road
64.20improvement program advisory committee consisting of five members, including:
64.21(1) one county commissioner;
64.22(2) one county engineer;
64.23(3) one city engineer;
64.24(4) one city council member or city administrator representing a city with a
64.25population over 5,000; and
64.26(5) one city council member or city administrator representing a city with a
64.27population under 5,000.
64.28(b) The advisory committee shall provide recommendations to the commissioner
64.29regarding expenditures from the
trunk highway corridor projects account accounts
64.30established in this section.
64.31(b) (c) Notwithstanding section
15.059, subdivision 5, the committee does not expire.
64.32 Sec. 14. Minnesota Statutes 2012, section 240A.09, is amended to read:
64.33240A.09 PLAN DEVELOPMENT; CRITERIA.
65.1The Minnesota Amateur Sports Commission shall develop a plan to promote the
65.2development of proposals for new statewide public ice facilities including proposals for
65.3ice centers and matching grants based on the criteria in this section.
65.4(a) For ice center proposals, the commission will give priority to proposals that
65.5come from more than one local government unit. Institutions of higher education are not
65.6eligible to receive a grant.
65.7(b) The commission must give priority to grant applications for indoor air quality
65.8improvements and projects that eliminate R-22. For purposes of this section:
65.9(1) "Indoor air quality improvements" means renovation or replacement of heating,
65.10ventilating, and air conditioning systems in existing indoor ice arenas whose ice
65.11resurfacing and ice edging equipment are not powered by electricity in order to reduce
65.12concentrations of carbon monoxide and nitrogen dioxide. The new or renovated systems
65.13may include continuous electronic air monitoring devices to automatically activate the
65.14ventilation systems when the concentration of carbon monoxide or nitrogen dioxide
65.15reaches a predetermined level; and
65.16(2) "Projects that eliminate R-22," means replacement of ice making systems in
65.17existing public facilities that use R-22 as a refrigerant, with systems that use alternative
65.18non-ozone-depleting refrigerants.
65.19(b) (c) In the metropolitan area as defined in section
473.121, subdivision 2, the
65.20commission is encouraged to give priority to the following proposals:
65.21(1) proposals for construction of two or more ice sheets in a single new facility;
65.22(2) proposals for construction of an additional sheet of ice at an existing ice center;
65.23(3) proposals for construction of a new, single sheet of ice as part of a sports complex
65.24with multiple sports facilities; and
65.25(4) proposals for construction of a new, single sheet of ice that will be expanded to a
65.26two-sheet facility in the future.
65.27(c) (d) The commission shall administer a site selection process for the ice centers.
65.28The commission shall invite proposals from cities or counties or consortia of cities.
65.29A proposal for an ice center must include matching contributions including in-kind
65.30contributions of land, access roadways and access roadway improvements, and necessary
65.31utility services, landscaping, and parking.
65.32(d) (e) Proposals for ice centers and matching grants must provide for meeting the
65.33demand for ice time for female groups by offering up to 50 percent of prime ice time, as
65.34needed, to female groups. For purposes of this section, prime ice time means the hours
65.35of 4:00 p.m. to 10:00 p.m. Monday to Friday and 9:00 a.m. to 8:00 p.m. on Saturdays
65.36and Sundays.
66.1(e) (f) The location for all proposed facilities must be in areas of maximum
66.2demonstrated interest and must maximize accessibility to an arterial highway.
66.3(f) (g) To the extent possible, all proposed facilities must be dispersed equitably,
66.4must be located to maximize potential for full utilization and profitable operation, and
66.5must accommodate noncompetitive family and community skating for all ages.
66.6(g) (h) The commission may also use the money to upgrade current facilities, purchase
66.7girls' ice time, or conduct amateur women's hockey and other ice sport tournaments.
66.8(h) (i) To the extent possible, 50 percent of all grants must be awarded to
66.9communities in greater Minnesota.
66.10(i) (j) To the extent possible, technical assistance shall be provided to Minnesota
66.11communities by the commission on ice arena planning, design, and operation, including
66.12the marketing of ice time
and on projects described in paragraph (b).
66.13(j) (k) A grant for new facilities may not exceed $250,000.
66.14(k) (l) The commission may make grants for rehabilitation and renovation. A
66.15rehabilitation or renovation grant may not exceed
$100,000 $200,000. Priority must be
66.16given to grant applications for indoor air quality improvements, including zero emission
66.17ice resurfacing equipment
, and for projects that eliminate R-22.
66.18(l) (m) Grant money may be used for ice centers designed for sports other than hockey.
66.19(m) (n) Grant money may be used to upgrade existing facilities to comply with the
66.20bleacher safety requirements of section
326B.112.
66.21 Sec. 15. Minnesota Statutes 2012, section 299F.011, is amended by adding a
66.22subdivision to read:
66.23 Subd. 4d. Single-family dwelling; fire sprinklers. (a) The State Building Code, the
66.24State Fire Code, or a political subdivision of the state by code, by ordinance, or in any
66.25other way, must not require the installation of fire sprinklers, any fire sprinkler system
66.26components, or automatic fire-extinguishing equipment or devices in any new or existing
66.27single-family detached dwelling unit.
66.28(b) Nothing in this subdivision shall be construed to affect or limit a requirement
66.29for smoke or fire detectors, alarms, or their components.
66.30 Sec. 16. Minnesota Statutes 2012, section 326B.188, is amended to read:
66.31326B.188 TIMELINE FOR COMPLIANCE WITH ELEVATOR CODE
66.32CHANGES AFFECTING EXISTING ELEVATORS AND RELATED DEVICES.
67.1(a) This section applies to code requirements for existing elevators and related
67.2devices under Minnesota Rules, chapter 1307, where the deadline set by law for meeting
67.3the code requirements is January 29, 2012, or later.
67.4(b) If the department or municipality conducting elevator inspections within its
67.5jurisdiction notified the owner of an existing elevator or related device of the code
67.6requirements before August 1, 2011, the owner may submit a compliance plan by
67.7December 30, 2011. If the department or municipality did not notify the owner of an
67.8existing elevator or related device of the code requirements before August 1, 2011, the
67.9department or municipality shall notify the owner of the code requirements and permit
67.10the owner to submit a compliance plan by December 30, 2011, or within 60 days after
67.11the date of notification, whichever is later.
67.12(c) Any compliance plan submitted under this section shall result in compliance with
67.13the code requirements by the later of January 29, 2012, or three years after submission of
67.14the compliance plan. Elevators and related devices that are not in compliance with the
67.15code requirements by the later of January 29, 2012, or three years after the submission of
67.16the compliance plan may be taken out of service as provided in section
326B.175.
67.17(d) Notwithstanding any other provision of this section, the deadline for compliance
67.18with code requirements is December 31, 2017, for an elevator installed prior to January
67.1927, 2007, in a residential common interest ownership property having five or fewer floors
67.20not including the basement.
67.21EFFECTIVE DATE.This section is effective the day following final enactment.
67.22 Sec. 17. Minnesota Statutes 2012, section 326B.809, is amended to read:
67.23326B.809 WRITTEN CONTRACT REQUIRED.
67.24 (a) All agreements including proposals, estimates, bids, quotations, contracts,
67.25purchase orders, and change orders between a licensee and a customer for the performance
67.26of a licensee's services must be in writing and must contain the following:
67.27 (1) a detailed summary of the services to be performed;
67.28 (2) a description of the specific materials to be used or a list of standard features
67.29to be included; and
67.30 (3) the total contract price or a description of the basis on which the price will
67.31be calculated.
67.32 (b) Before entering into an agreement, the licensee shall provide a prospective
67.33customer with written performance guidelines for the services to be performed.
68.1Performance guidelines also must be included or incorporated by reference in the
68.2agreement. All agreements shall be signed and dated by the licensee and customer.
68.3(c) Before entering into an agreement, the licensee shall offer a prospective customer
68.4the option to install fire sprinklers, any fire sprinkler system components, or automatic
68.5fire-extinguishing equipment or devices in any new single-family detached dwelling unit.
68.6The offer shall be included or incorporated by reference in the agreement. All agreements
68.7shall be signed and dated by the licensee and customer.
68.8 (c) (d) The licensee shall provide to the customer, at no charge, a signed and
68.9dated document at the time that the licensee and customer sign and date the document.
68.10Documents include agreements, performance guidelines,
fire sprinkler opt-in forms, and
68.11mechanic's lien waivers.
68.12 Sec. 18. Minnesota Statutes 2012, section 462A.37, subdivision 2, is amended to read:
68.13 Subd. 2.
Authorization. (a) The agency may issue up to $30,000,000 in aggregate
68.14principal amount of housing infrastructure bonds in one or more series to which the
68.15payment made under this section may be pledged. The housing infrastructure bonds
68.16authorized in this subdivision may be issued to fund loans, on terms and conditions the
68.17agency deems appropriate, made for one or more of the following purposes:
68.18(1) to finance the costs of the construction, acquisition, and rehabilitation of
68.19supportive housing for individuals and families who are without a permanent residence;
68.20(2) to finance the costs of the acquisition and rehabilitation of foreclosed or
68.21abandoned housing to be used for affordable rental housing and the costs of new
68.22construction of rental housing on abandoned or foreclosed property where the existing
68.23structures will be demolished or removed;
68.24(3) to finance that portion of the costs of acquisition of
abandoned or foreclosed
68.25 property that is attributable to the land to be leased by community land trusts to low-
68.26and moderate-income homebuyers; and
68.27(4) to finance the costs of acquisition and rehabilitation of federally assisted rental
68.28housing and for the refinancing of costs of the construction, acquisition, and rehabilitation
68.29of federally assisted rental housing, including providing funds to refund, in whole or in
68.30part, outstanding bonds previously issued by the agency or another government unit to
68.31finance or refinance such costs.
68.32(b) Among comparable proposals for permanent supportive housing, preference
68.33shall be given to permanent supportive housing for
veterans and other individuals or
68.34families who:
69.1(1) either have been without a permanent residence for at least 12 months or at
69.2least four times in the last three years; or
69.3(2) are at significant risk of lacking a permanent residence for 12 months or at least
69.4four times in the last three years.
69.5EFFECTIVE DATE.This section is effective the day following final enactment for
69.6bonds authorized in 2014 and thereafter.
69.7 Sec. 19. Minnesota Statutes 2012, section 462A.37, is amended by adding a
69.8subdivision to read:
69.9 Subd. 2a. Additional authorization. In addition to the amount authorized in
69.10subdivision 2, the agency may issue up to $70,000,000 of housing infrastructure bonds in
69.11one or more series to which the payments made under this section may be pledged.
69.12 Sec. 20. Minnesota Statutes 2012, section 462A.37, is amended by adding a
69.13subdivision to read:
69.14 Subd. 5. Additional appropriation. (a) The agency must certify annually to the
69.15commissioner of management and budget the actual amount of annual debt service on
69.16each series of bonds issued under subdivision 2a.
69.17(b) Each July 15, beginning in 2015 and through 2037, if any housing infrastructure
69.18bonds issued under subdivision 2a remain outstanding, the commissioner of management
69.19and budget must transfer to the housing infrastructure bond account established under
69.20section 462A.21, subdivision 33, the amount certified under paragraph (a), not to exceed
69.21$5,600,000 annually. The amounts necessary to make the transfers are appropriated from
69.22the general fund to the commissioner of management and budget.
69.23(c) The agency may pledge to the payment of the housing infrastructure bonds the
69.24payments to be made by the state under this section.
