Title: Relating to firearm transfers; declaring an emergency.
Description: Extends exemption from private firearm criminal background check requirement when firearm is provided to transferee preparing to engage in or in process of completing activities related to hunting, trapping or target shooting. Authorizes person temporarily transferring firearm for period of no more than seven days to conduct criminal background check on transferee by telephone. Requires transferor to retain form documenting transfer. Provides transferor with limited civil immunity for use of firearm if transferor, after requesting criminal background check, receives notification that transferee is qualified to receive firearm and retains completed form. Declares emergency, effective on passage.

Description: Establishes mandatory minimum sentences for crimes of unlawful possession of a firearm and felon in possession of a firearm.

Title: Relating to firearm transfer criminal background checks.
Description: Prohibits transfer of firearm by dealer or private party for 10 business days if Department of State Police is unable to determine whether recipient is qualified to receive firearm. Prohibits transfer of firearm by dealer or private party for 10 business days if Department of State Police is unable to determine whether recipient is qualified to receive firearm. Requires Department of State Police to notify appropriate] United States Attorney for District of Oregon and all state and local law enforcement agency] agencies with jurisdiction when, during criminal background check performed prior to transfer of firearm, department determines that recipient is prohibited from possessing firearm. Requires department to notify attempted unlawful purchaser's probation officer or court that issued protective order, if applicable. Requires department to make notification within 24 hours unless investigation would be compromised. Requires law enforcement agency or prosecuting attorney's office receiving notification to report to department on action taken after notification and outcome of action. Requires department to publish written report detailing attempted unlawful purchases, including information on investigations and criminal prosecutions. Specifies that "firearm" does not include certain tools and devices for purposes of private transfer criminal background checks.

Title: Relating to mental health reporting; declaring an emergency.
Description: Authorizes specified reporters to make report to Department of State Police Firearms Unit that person is experiencing mental health emergency and is danger to self or others with firearm. Directs department, upon receipt of report, to record temporary firearm purchase hold preventing person from purchasing firearm. Provides civil immunity to reporter acting in good faith. Provides that knowingly making false report is criminal offense. Punishes by maximum of one year's imprisonment, $6,250 fine, or both. Creates processes for person to obtain relief from firearm purchase hold. Declares emergency, effective on passage.
