Title: Relating to courts.
Description: Modifies provisions relating to peremptory challenges to jurors. Modifies provisions relating to peremptory challenges to jurors. Modifies standard for disqualification of judges. Provides that prosecution in criminal case may not move to disqualify judge solely on basis that prosecution cannot have fair and impartial trial or hearing before judge. Provides that justifiable use of physical force in self-defense or in defending third person is affirmative defense when defendant engaged in, directed or otherwise participated in wrongful conduct that was intended to cause victim to be unavailable as witness, and did cause victim to be unavailable.

Description: Updates statutory references to individual who is not citizen or national of United States to replace "alien" with "noncitizen." Directs state agencies to use "noncitizen" in rules and regulations to reference individual who is not citizen or national of United States and to update rules and regulations that use "alien" to use "noncitizen." Authorizes agencies to amend rule without prior notice or hearing for purpose of changing term or phrase in order to conform with change made by law. Description: Defines "undetectable firearm." Punishes manufacturing, importing, offering for sale or transferring undetectable firearm by maximum of 10 years' imprisonment, $250,000 fine, or both. Defines "undetectable firearm." Punishes manufacturing, importing, offering for sale or transferring undetectable firearm by maximum of 10 years' imprisonment, $250,000 fine, or both. Punishes possession of undetectable firearm by maximum of 364 days' imprisonment, $6,250 fine, or both. Defines "untraceable firearm." Punishes possessing, manufacturing, importing, offering for sale or transferring untraceable firearm by maximum of $1,000 fine upon first conviction, 364 days' imprisonment, $6,250 fine, or both, upon second conviction, and 10 years' imprisonment, $250,000 fine, or both, upon third and subsequent convictions. Defines "unfinished frame or receiver." Requires gun dealer to conduct criminal background check before transferring unfinished frame or receiver. Punishes importing, offering for sale or transferring unfinished receiver by maximum of $1,000 fine upon first conviction, 364 days' imprisonment, $6,250 fine, or both, upon second conviction, and 10 years' imprisonment, $250,000 fine, or both, upon third and subsequent convictions. Specifies exceptions. Punishes possession of unserialized unfinished frame or receiver by maximum of $1,000 fine upon first conviction, 364 days' imprisonment, $6,250 fine, or both, upon second conviction, and five years' imprisonment, $125,000 fine, or both, upon third and subsequent convictions. Provides that person commits crime if person possesses unfinished frame or receiver and is prohibited from possessing firearms. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both.
